yes. look though the menus in the app manager. there is a "install from file" option that would allow you to install a .deb package you previously downloaded and stored locally on the tablet or the sd cards in it.
mind you that you must fulfill any and all dependencies that app requires manually. the beauty of the app manager is that is one of the functionalities it provides. if you cannot or do not fulfill those dependancies (if any, you get lucky sometimes) the app may not work correctly.
you simply have to have all the packages required stored locally. there are some folks that have even scripted the entire install of a device, for their own convenience.
