Neither, I'm just trying to use it as mass storage.

I have tried the nokia PC suit though, but the same issue persists. It's like the phone refuses to connect to the PC unless it's turned on whilst connected to the PC.

Both programms are installing drivers. If you tried both, then I cannot help you anymore.
