That looks like some Qt demo app as I've never seen it IRL...
Edit: See post below from Leinad; its an orange N8 instead so just a video being played...

You must take a closer look 
The N9 is showing a video of the N8 and the app you mean is running on the N8.
You can see the button at the lower left corner.
