If I was in China, I'd pay extra to have my N9 imported from outside Hong Kong... No restrictions then.

Restrictions ? The N9 isn't officially available in Hong Kong, and parallel imports are most definitely legal.

Chances are you might get a model from Singapore/Malaysia, although it's quite unlikely given that it appears production has stopped for the N9

My N9 is a Malaysian variant and there are no restrictions on it, if that's what you were wondering.
