Wow, major mental blank on my behalf.
As somebody posted earlier, here's a backup
BUT, these appear to not be the latest version, as the install instructions cited here, show verson 1.2, and the backed-up version is only 1.1
Also, I've been unsuccessful in installing it as of yet, appears to have worked, but no icon appears..
Apparently these need to installed too:

Here you go, VLC Player 1.2.0 for Harmattan N9/N950

the zip file includes:
libvlc5_1.2.0~git-1_armel.deb
vlc-player_1.2.0~git-1_armel.deb
Just extract them into a new empty folder and use the terminal to install them with root:
dpkg -i *.deb
Enjoy!
