I think that it's better that you download a clean backup with Tweak L as soon as possible, obviously when the Schturman's Dropbox folder return available, because some tweaks use that file also for non restoring operations..

However, here are the links to compressed archives with inside the folders and files that you need:

PS. I don't know how to get direct link to the file from github, google drive or ubuntu one

Thanks Andrey, but it not only N9QT package, it's also pdf instructions, some different packages like PP, m4asupport etc... I don't want to do garbage in your repo. I need find another solution like DropBox, where I can get direct link to the file. Maybe mediafire is good, I need check it...
In this case I can create tweak, and when my dropbox blocked, user can switch to another source. The tweak just will edit some downloader files to another source. And with the same way user can restore source to dropbox.
I need only to upload my file to 2 places...
