Nokia is not allowed to make any kind of mobile devices until 2016 an that is really really awfully far away.
Three years is a long time in the handset industry, and why do you suppose Nokia would be in a position to start from scratch and being competitive at it??
There's no HW design capability, no SW design capability, no MFG capability, no sourcing capability... Nothing!
When 2016 comes around Nokia will not be in a position to start making phones, and if there is a decision to aquire some company that makes its own phones there would not be any point in rebranding it as "Nokia", or would there?

Two years, 2014 and 2015. And I think that Nokia owns 10% of Vertu. Also Nokia can buy and sell an other brand?
