i posted yesterday about the same thing to mine. i ended up moving to a usb2 pci serial card slot that i had installed?

previously had no problems with my other usb slots, but then all of sudden taking foreever to transfer things. nothing running in background either.

after using usb2 pci card everything is all good now

I sometimes have the same problem, using a Linux box.
