I read through the FCC proposal and it indeed looks like some changes are to be made to the licencing modes, but AFAIU it just boils down to the fact that you'd need to relicense a transmitter device if you modify the SW.
It does not require manufacturer to lockdown the device, it just makes it illegal for users to modify it.
Of course manufacturers might choose to lock devices for modifications, but it seems not to be a requirement.
Please correct me if I understood this wrong.

if it passes this lockdown has the potential to seriously disrupt a lot of stuff and restricting freedom severly.
though lockdowns are acceptable to some extent as needed but this is extreme.
Take Action Now!
The FCC is asking for comments on this proposal. The most
important thing you can do is comment on the FCC's proposal and
tell them you want to be able to control your computing devices.
