It depends on who you ask about Scandinavia.
E.g. Oulu, the self-proclaimed "Capital of Northern Scandinavia" would regard Finland as part of it.
And journalists usually aren't very precise about geography either.

So, IMHO, yes it could well be Finland they're talking about. I guess this is where most ex-Nokians are located.

As do I.
The important thing is that it is [their own] chip. They are in a position to support it extra-Android platforms if they wish.

Well, they are in DK aswell. Here we do have a load of ex-nokians, which were among other things, working with Nokia's UI's. And of course, hardware.

I love this nugget in the last sentence..

"Hopefully Huawei will never need to use the OS..."

The reason that Jolla did not start out with the UI from the N9 is that it is property of Nokia, so they had to create their own UI. Which is more likely what Huawei will do.

I hope they will collaborate with each other.
Fragmentation is like poison.
In my opinion working together is the key to be powerfull.
Jolla could need some large hardware partner that gives them the ability to gain more manpower.

That's exactly the problem — as they might or might not.
You will depend on them and they can decide to open certain parts or close other parts, bootlockers and etc.
