I noticed one thing that I found a little alarming. I couldn't see that it restarted preloaded services, but the option was still disabled in patchmanager. Maybe I'm totally wrong about this, so please correct me if so.

idea is good indeed, but implementation is 2/10
need to utilize proper dbus calls and signals instead of ugly js + suid + sh + python stuff.

Propably stupid question, but is there also possibility to add thi to patchmanager? For example, when you swipe down, it would show this option also?

Yes, that's what I thought. Doesn't preloaded services need to be restarted to really unapply patches properly? Well, the ones that depend on services, of course.

I assumed that "remove" would cause an ambiguity because it could be interpreted as removing the package with the patch. But all my native speaker consultants said independently that to them, there is no such ambiguity. You "apply" and "remove" the patch in Patchmanager and you "install" and "uninstall" the patch package.
