Jolla announced on Twitter:

libhybris will support Android ≥6 devices! MTK added by @Canonical, Qualcomm by #SailfishOS community champion krnlyng (Franz-Josef Haider)

So does this mean that more phones will be supported for ports of Sailfish?

Yes, and not just community ports - on Facebook Jolla is already teasing about supported future devices:

The mentioned facebook post also shows a Samsung Galaxy Tab 4 running Sailfish OS 2.0.4.14 (community port).

Sorry for a silly question but is libhybris using Dalvik or the newer ART?

As I undersand it those both environments run on higher level in the Android stack, between applications and OS.
So the answer to your question is "neither of them"

We know about the Oysters SF which is alledgedly a 64bit MTK chipset, I would guess this is what they're talking about.

Any info on the Galaxy Tab 4? It's listed on the Adaptations wiki but there's no link to the port itself.
