The charging screen is displayed by systemui or ASUI in runlevel 5. Normal desktop mode is runlevel 2. There are symlinks in /etc/rc5.d/ that point to scripts and programs to run when entering and leaving the charging runlevel. You should have links in there to osso-systemui(-early)? or
advanced-systemui(-early)? (if you use ASUI). Now you know!

No, ASUI replaces and pretends to be systemui, having both running together would cause issues. I also can't add a feature to blank the screen or adjust backlight while in charging because the screen flex cable in my n810 broke and I've been too lazy to find another one to fix it. That and one or two of the screws in the screen are damaged and I couldn't get them out.
