No i dont think that the isp is blocking because normal skype to skype calls work real well. Since i took the local us calling plan i should be in the US to use it.

If you call to US phone numbers, and if you are lucky, you may be able to call completely free with Gizmo:
http://gizmo5.com/pc/backdoor/

This works at least with calls to T-mobile cell phones...

I tried it this morning only to be assaulted by audio advertising from gizmo that both parties hear.

In fact, I remember VSNL (ISP) in India does block VoiP calls (outgoing). in india VoIP is considered stealing off of the phone network and the govt does not encourage it either.

But again it differs ISP to ISP. others do allow and I was able to use skype to call US numbers from India.
