It allows developers to use web technologies like javascript, css, and html to develop rich desktop/internet applications. They have a mobile edition but at th moment they only officially support iPhone and Android. However, I submitted a post and they responded suggesting that if Maemo supports webkit that Titanium Mobile apps should work on it.
