There's no need for it to be work for anyone outside of the council. I think all the members of the council can be trusted (and they can be checked by the others anyway).
The problem isn't one of trust, it's one of avoiding accusations of bias and personal animosity.

so discuss internally in a private mailing list or in a private IRC channel ecc.... each council member says yes or no and gives a reason (both for yes and no).
At the end you public only the final decision and, if you want/can, give more explaination privately.
