There's no need for it to be work for anyone outside of the council. I think all the members of the council can be trusted (and they can be checked by the others anyway).
The problem isn't one of trust, it's one of avoiding accusations of bias and personal animosity.
At the end you public only the final decision and, if you want/can, give more explaination privately.
Could it be ok?

I think we've settled on a process which is open enough, and asynchronous for the busy council. I'll try setting something up so we can get the ball rolling.

Keeping the voting private or double-blind makes the most sense anyways. The members shouldn't feel pressured into voting for or against anyone for any external reason. It should be about merit and who would bring the most value to the community as a whole by being there.

I fully trust in the members of the council, but please review each request carefully. IMO and apart from the karma value, the most important things to consider are:
I also agree with the private voting system, in order to avoid future troubles :P
- Is this individual a active member of the community ?
- Is this individual a extra value for the success of the summit ?
- Past and present contributions.
