Well this means that this is not actually a tar file, or the file wasn't downloaded properly. Try downloading the file again.
P.S. No problem.
Also try gunzip wifizoo.tar

If you take a closer look at the pictures, you can see that you invoke the Python script by typing:
python2.5 wifizoo.py -i wlan0
and then you use your web browser to access the info provided by the script, typing the 127.0.0.1:8000 followed by the web page name.
I really don't know what this thing does so you're on your own here.
