The option does not even show up, and when i use the backdoor standard vbulletin link do=editavatar it wont let me.

It is a tad confusing that viewing your own profile does not lead to any editing capability.

Yeah that is where i would expect it to be.
When i goto control panel, there is nothing about edit avatar.
Now if I change my skin, the edit avatar is there, but I cannot edit it.
If i use the default or maemo skin the edit avatar function goes away.
There seems to be some restriction.

have you validated your email - I found various things don't work if you aren't validated; changing yr address de-validates

But seriously, why shouldn't you be able to change your avatar right from the beginning? That's what most people want to do first when they join new forums.
