I have the same problem, but it seems that the problem isn't fonts (which is appearent since you can browse and see Hebrew). The mail program does not seem to support encoding "Windows-1255". UTF-8 encoded email comes out ok.
I see it has been a while since you wrote your question. Did you manage to solve it yoruself?

Hi!
I followed all the steps described in this and related threads but still have some emails showing "???" in the subject line.
Seems to me that this bug is described here:

i have nokia n900
i installed the hebrew virtual keyboard and its work fine .
i can write hebrew , view heberw web pages without aproblem.
but i have a big problem (for me ) with the mail client in the device.
i have a mail account (work-pop3) and i cannot see heberew in the sender and in the subject , all is see is "?????" and when i open an office documenets with hebrew , i allso cannot read it.
please help /
