D-Bus might not work since USSD calls are different from phone calls. You can dial USSD codes and receive the response by directly programming the modem. This works if you connect the N900 via USB to a computer in PC-Suite mode.

But I haven't yet found a way to access a modem device on the device itself. Does anybody have an idea where to look for it?

I was able to open a PHONET socket and send commands to it, but this seems too lowlevel and PHONET appears to be an undocumented Nokia protocol. I'm sure it would work over PHONET, but somebody has to figure out how to speak PHONET protocol first.

I'm going to open a new thread. Maybe it can attract some people knowing more details.

That seems odd...my n900 on Tmobile USA seems to at least accept #31#(number) for blocking caller ID. Haven't tried any others; does it seem to be just the ones with asterisks?
