Short answer: No.
Long answer: While it may very well be possible that the N800 could handle Flash 8 content, I doubt there will be much effort by Nokia and Adobe to bring either of those versions to the N800. That said, I believe it's been said somewhere else in the forums that version 9 is just not possible at all on the N800.
