You've got the right idea (Assuming libicd-network-ipv4 is the actual package name that is installed.)... what I was thinking is dpkg -i --force-overwrite <package>.
I'm not sure if thats for replacing modified files on the system or overwriting files that were provided by another package.

Is it possible to force re-installation of libicd-network-ipv4 (this package is a file owner)?
apt-get install --reinstall -d libicd-network-ipv4 dpkg -i --force-confnew /var/cache/apt/archives/libicd-network-ipv4*
