You're forgetting about the software level. Calibration is done to the measurements in order to better approximate the battery level. This is also why it is advised to fully discharge and recharge the battery once a month in order to calibrate the battery gauge.
first of all: battery percentage measurement isn't accurate at all... there is nothing linear to be measured, so all percentages etc are only guesses.

I suspect nokia is using a TI part for battery gauge function, triton or something iirc. Was unable to find any specs/data that would make it easier to understand the battery meter behaviour...
