Try installing it from xterminal as root using following command:
apt-get install batlevel
It should upgrade any dependant packages also if required.

Just tried it... got:
Temporary failure resolving 'repository.maemo.org'
Err http://repository.maemo.org fremantle/free libqt4-maemo5-svg4.6.2~git20100128-0maemo1
and some more error messages that are about the same execpt its gui, dbus, core etc...

It happens to the best of us sometimes 
I had the old batlevel installed but I wanted to install the new version, but I keep running into a problem trying to install it...
Unable to install 'batlevel'.
Conflicting application packages.

Any ideas?
