Clean install via app manager ( i tried to install before also via app manager with similar results).

As the name implies, full install is harboring ALL modules and bindings. The Demo contains just a subset, the more commonly used modules. The two are indepently installable (order does not matter either if you want to install both). If you want all modules, do a full install. If you just want those that have a demo, go for the demo

Trying to install PyQT4 full, gave error.
I uninstalled old PyQT4 Demo, install then started but failed.

That's a bug right there (previous releases did not all have the xmlpatterns module). Fixed in -maemo7.

Failed during install, did eat up 14Mb of rootfs.

Yes I have just reflashed my phone due sudden loss of space, now restoring backup.
I was going to try again with this but I think I will leave it for while just in case it was the cause of my problem.

It uses 13,172 bytes of rootfs, why hasnt this been optified?
