Download and install the latest version of Flasher e.g. maemo_flasher-3.5_2.5.2.2.exe
Download the latest firmware (.bin) file and save it to %ProgramFiles%\maemo\flasher-3.5\ (the default installation path for Flasher) or to the custom path of your choice.
Ensure the battery is at least half full.
Unplug charger cable and switch off the device.
Open the Command Prompt (Start then Run or Windows Logo key + R) and type cmd then press Enter.
Change the directory to the Flasher's path (TIP: Use the TAB key to auto-complete the commands and file-names)
cd "%ProgramFiles%\maemo\flasher-3.5" Hold the u key on the keyboard and connect the USB cable at the same time (details on the wiki)
Run the following command:
flasher-3.5.exe -F RX-51_2009SE_2.2009.51-1_PR_COMBINED_MR0_ARM.bin -f -RReplace RX-51_2009SE_2.2009.51-1_PR_COMBINED_MR0_ARM.bin with the firmware you wish to update.
The update will take approximately 4 minutes after which the N900 will reboot and display the Welcome Screen with Regional settings

i have the same problem. Reboot even on regular charger.
i tryed to reflash, but i press "u" and when nothing happens, one time the computer found the Nokia USB ROM and get a error on Driver. Flasher still in "Suitable USB device not found. waiting."
I tryed Windows 7 x64, Windows 7 x86 and Ubuntu 9.10 x86. All the same problem. unless in Ubuntu, when i never get error with driver. but, doesn't works too.
HELP!

Normal low battery behaviour I've seen is to power off after trying to boot, not to reboot after trying to boot (ie reboot continuously)
Just because the charging light is flashing doesn't mean your battery is charged.. A good check is to try and press the U button whilst powering on.. if the screen stays dark, displays a Nokia logo and a little USB icon in the top right of the screen, it is fairly safe to say the battery is mostly full.. certainly full enough to flash and recover your phone..
if, however, the display lights up and the phone tries and fails to boot, you're going to need to find an alternative way to charge your battery.. someone else with an N900, X6, 5800 or 5230 would do since they all use a BL-5J battery..
Once you've got a charged battery, your device might wake up of its own accord.. failing that, it's probably time for a visit from mr flasher-3.5 to kick things into action
