If you don't mind compiling or using some console apps, I think nethogs or ntop would solve what you are looking for. As a more long term solution, it shouldnt be too hard to build a gui wrapper around nethogs.
ntop creates a web interface on your local interface.

Btw, for the O.P., this thread's title is a bit confusing. I first thought that you got that bill because of some kind of bug with Maemo 5. Maybe you could change it to something like "How to disable data connections" or similar. Just a suggestion

Do not forget to disable automatic updates.

As previously said, set Settings / Internet connections / Connect automatically to "Never" or "WLAN".

Otherwise, the Personal Dataplan Monitor widget is great, and the aforementioned applet also.
I also prefer to switch to Offline mode (press the power key to choose it) when I sleep.

BTW, what do they use in Japan instead of SIM cards?

Japan primarily uses CDMA

Ok so the Cellular Modem Controls Button app is EXACTLY what I was looking for. Once you hit "tablet mode," it turns off all things internet/phone. Even apps that want to update don't have a chance. Its perfect thanks for your guys help.

"WLAN" = "never"
