I have done gtalk and sip video calls on n900, but as stated above call must be initiated from other party and it is still very finicky about video codec negotiation, so it may not work all the time with gtalk. With SIP, I forced codec myself so it works

If you are logged in to gtalk on your N900 and someone who is on a computer (I have tested with both mac and windows) logged into gchat initiates a video call, the N900 will be able to answer and a toggle button to start the front camera will be available. I have used it testing over wifi and live over 3G (this past weekend actually) and it works well.
The picture quality is much better in brighter natural light than under fluorescents or indoor.
PR1.2 should bring the option to initiate a video call.

gtalk works fine here, my wife has to call me from her laptop for it to work. The video she sees of me (via N900 front cam) is perfect, whilst the video I see of her is very poor and blocky.
So I see myself perfectly and her poorly on my N900
She sees two perfect video feeds on her Dell mini laptop (Windows XP)

I can confirm it works from a PC to the N900 on www.igoogle.com using the google talk widget. Initiate a video call from there and you can video call on your N900
