They will all be made in Taiwan - from a manufacturing perspective there is no reason why the device would be made in two separate manufacturing locations when the tooling, asssembly equipment and programming is so exceptionally complex and expensive. Labour in the EU is too expensive as well.
The phone is designed in Finland (as clearly stated on the back of the screen when you slide it up) but they will all be manufactured in Taiwan, if this is the manufacturing location.

They are all made in Korea. All the previous high end big sellers(that doesn't really include N900) have been made in Finland and in most cases the second place have been China. So they can feed European and Asian market(we are afterall talking example with N97 of 2 millions in 2 months and E71 selling 8 millions or N95 16 million).
The fact that N900 is made in Korea have also made these supply problems. Finland factory is Nokia's second largest, but it only makes high ends(N and E series phones).
