Because Ari Jaaksi knows what's involved with running an RC, in fact he's probably expected to. Look at the threads here with an official release, now imagine some of those same people running stuff that isn't yet "stable."

The tone here is bad enough as it is, I don't think allowing public RCs would make things any better.

Hard to say. At this point I could see it encouraging tightened policy, loosened policy, or no change at all. I'm betting on an official "we recommend against this" statement followed by no real change-- and a firing in China.
