As the title suggests, which application inserted the circled icons and what is supposed to happen once I push them?

The only one that seems to do something is the one furthest to left which brings up some windows behind the system toolbar, meaning that I can't see the menu it brings up.

So what is this?

It is to take a screenshot and to make a video of the screen.
