You could take a look at how "Simple Brightness Applet" does it. It contains an option to keep the screen on.

What does keep display on do exactly? When i lock the device i see the screen turns off. is there a way to at least be able to see your screen in locked mode? or a Clock screensaver with minimal brightness?

I will reply to myself, since I got the answer from another source. One way to force the backlight on is via dbus, with the command line command:

dbus-send --print-reply --system --dest=com.nokia.mce /com/nokia/mce/request com.nokia.mce.request.req_tklock_mode_change string:unlocked
Question:
Can I "force" the display backlight on somehow? I would like to do that before the application starts but I haven't found a way to do that (yet).
(obviously the backlight is on if you are using the phone and start the application but if you start the application, for example, via SSH then the display stays in the "off-state".)
