was just browsing the wine web site

looks like there has been a recent status update on ARM support

Status
Runs since May 2010 (not yet in git), but crashes somewhere in wineboot and tries to start the not really implemented winedbg.

Might be of interest to some of you...

right... but wont the programs have to be x86? What good is a windows compatibility layer with no ARM programs for windows?

You can recompile them for ARM, if you have the source? Same deal as winelib porting on x86. Also potentially a starting point to make a WinCE/ARM or WinMo/ARM version of Wine, or a QEMU partial-emulation mode for executing Win/x86 apps on ARM. (But I'm just summarizing the linked page here.)
