Is Nokia going to update source files as they work on them or do we have to wait for another "big release" to see something ?

And can we get over the impression that Handset UX = Nokia? The reference applications are developed by Intel, not by Nokia. The part that is Nokia developed is the UX framework, which has been in the open for months already.

Because its not clear to me if that applies to all or part of the Meego software. The bits I am looking for are the cellular radio driver, GPS radio driver, etc. Is that going to be released before October ?

Sure.

The reference applications are developed by Intel, not by Nokia. The part that is Nokia developed is the UX framework, which has been in the open for months already.
Is Nokia developing the N900 driver software or is Intel ?
