I suppose that could be done with Queen Beecon Widget >=0.1.9.x but have not much time now
1 widget for phone display and basic [clear], [backspace] and [dial] buttons
12 widgets for 0-9 numbers and * #
Inter-widget IPC, params substitution variables and DBUS method-call when number is ready will then do the rest
You'll also be able to skin your dialer at some extent.
I'll see when I can find some spare time if "critical-mass" of users is interested.
