Fair enough, I didn't mean to imply that understanding of all issues should be a requirement for standing (if it was we'd never have a single candidate anyway).

My approach were I on the council would be to endeavour to understand the principle, if not the details, and then seek the will of the community. Then it would be my job to promote that to the best of my ability.
Good enough for me.

Thanks both. I realise that I'm offering something different from those candidates who have already got informed opinions on most issues. My concern is that the model in the last election, as in this one, is for candidates to state those opinions and people to vote for the person they agree with.

That's kind of hard for a candidate whose opinion is yet-to-be-formed, having to speak up and say "I don't know - tell me what you as community want me to work for".

I don't understand this. While I am sympathetic to the circumstances and obliged to concur that the rule might need to be rethought, it seems clear there was a violation albeit unintentional.

It is a testament to the candidate that he volunteered to step down. Perhaps the best thing to keep community confidence is to follow the rules that were set out in advance and not change them or waive them on an ad hoc basis in the middle of an election.

The rule states "may", not "must".

Yes it does. And that's so that the candidate realizes what "may" happen.

What I addressed was "the best thing to keep community confidence..." That should be the foremost concern here.

You seemed to be stating that allowing Robin to continue as a candidate would be "changing or waiving" the rules of the election.

Is it really "so that the candidate realizes what 'may' happen"? Can you point to the email where you expressed that's what that should mean during the 100 Day Brainstorm which resulted in the Council being formed?

As I remember it, the rule was specifically drafted to give the Council & the Community Manager the power to decide, without prejudice, what the best outcome would be in specific circumstances.
