Skype has everything to do with regulations. Have a look at this link if you like. Basically Skype encrypts calls and India doesn't like it.

Hello friends / maemoites / Nokiaites
N900 is finally launched in India at a very high price of Rs.30000(approx US $640) as compared to current market price of US $450 in USA & other countries.
Despite that India had not got a complete phone which people across the world enjoy. The most important thing :
THERE IS NO SKYPE IN N900 IN INDIAN VERSION. Yes Folks, you read it right. I too got a very heavy attack on the heart especially because I was waiting for this official release when I could have bought the grey market piece as soon as 3months back.
Please help me out with answers to the following questions:
1. Is it possible to install SKYPE separately in the Indian firmware 1.2.
2. If you can download & install SKYPE separately, will it function just the N900 global device with Integrated Skype??
3. Can we make video calls & use SKYPE as easily as integrated Skype?
4. Can we expect Indian firmware 1.3 to have integrated Skype?
5. Is there any other features missing on the Indian firmware as compared to Global firmware?
Nokia has a second home country in India where they can almost sell all their handsets in India. Nokia has a huge fan following & loyal followers in India. Despite that Nokia adoption such wrong policies like:
1. Releasing the phone at a very high price compared to Global markets when it should be vice-a-versa?
2. Not releasing complete phones as compared to global releases
3. Releasing the phones very late, almost after becoming outdated in other countries.
What is the reason for such a attitude against India when it is as of now actually thriving on sales in India.
They've even been fighting the Blackberry issue agains RIM's encryption , something similar i guess
