I don't know enough about the hardware which is used with the FM Radio software so I ask the question: "Can the FM Radio receiver be made to use of the digital HD Radio broadcasts which are available in the USA and some European and Asian countries? Can software be created to do so?"

Why? Why not?

No, mostly because you would need to write a software processor for iBiquity's proprietary codec that they hold as a trade secret, and the protocol is mostly not publicly available.

This is why HD Radio is bad.
