I have the exact same problem, when I try to change one of mine 9 desktops only the first one is changing.
After the first Community SSU update I didn't have any problem setting the all 9 desktops up at all.
I tried to install GPE file manager but the following error appears:
anyway is there some another way to get it fixed ?

EDIT: I've tried changing it from the desktop settings, and from the photo manager. Neither works.
