What is meant by 'open'? Just tapping on it?
Bad download, wrong size of deb file, lots of other possibilities...

Yes, I open the deb file by finger and there was an error info.
Secondly, I tried this command in terminal:
aegis-dpkg -i lib1.deb where lib1.deb is a just shorter name of downloaded file, but it shown must run as root

Yes.
And this is what I meant by 'there is need of reading'
N9 is a Linux terminal beast (if you wanted it to be).
And to resurrect it in 2019 you need it as a terminal beast to install/configure. Afterwards you might use it as a 'smart phone'.
To get root on N9 you may use 'devel-su' and the default password of hmmm
I just do not recall, so best guess 'root' (but a fast search here will reveal).
But watch out: as root user you may also destroy a lot!

Before typing "aegis-dpkg -i lib1.deb" in Terminal did you specify where to look for it e.g. cd /home/user/MyDocs/?
Presumably by now you have found after devel-su to type default password rootme?
You did apply point (2) at start of thread Settings > Applications >
Installations and enable the option 'Allow installations from Non-Store sources' ?

TBH I used N9 in OpenMode and with stock browser as long as possible but then went sailing...
So maybe Opera may work better (another ddiscussion here on TMO ongoing).
WhatsApp impossible
Telegram may work in a CLI version (@halftux)
youtube I do not know, but there was also some discussion ongoing (but it might be related to N900). I used stock browser at my time
