Tero Kojo (Nokia employee) is the ultimate responsible of the server performance and is paid to make that happen (among other things).
Both have been more or less reporting about these activities via their blogs, related wiki pages and/or the maemo-community list. If you think they should do better with their work (executing, documenting, reporting...) you can find them in the maemo-community list.
I know Tero personally and can say with confidence you won't find someone who cares as much as he does about getting maemo.org right.

Anyway, you are right in the fact that currently there is some unclarity and confusion in the Pearl process. Any help fixing it is appreciated and the fix relies totally in the community side.
I'm going to contribute to this clarity in this Sunday morning by moving these Fremantle Stars somewhere else...
