i ssh server on phone and connect with winscp from pc via wifi. i then found the location and right clicked on folder and set permissions

That's one of the reasons why you shouldn't run things as root. If, for example, the game writes out a configuration file, you'll not be able to run it as user after that because the game won't be able to write over the root permission file.

Actually, doing a mass chmod to 777 is not really a good way to do this. The problem is probably with ownership of the files, not the permissions. So, while that will work, it's treating the symptom and not the problem... and doing it with an atom bomb.
Does ls -l /home/user/.pcsx/plugins show that root is the owner of the files? Root should not own any files in your home directory.
So, rather than saying "Root owns these files and isn't letting anyone else change them, so i'm going to force him to let everyone change them." (setting mode 777), you should be saying "Root owns these files and i am the one that needs access to them, so i'm going to take them."
Change ownership:
sudo gainroot
(you have to be root to give them to your user if he owns them)
chown -r user /home/user/.pcsx
(recursively (-r) change ownership to "user" (that's your username in Maemo) of .pcsx and everything in the subdirectories of it.)
Et voila

Put the iso/bin in a folder on you internal 32 GB storage and all will be fine.
Be aware, that the emu didn't run with all converted image formats available for psx-emus.
Would be fine if further developments include the possibility to run games down-stripped and compressed with pocketiso.
