For flashing with Nokia Command Line flasher and BEST/Infinity flasher, those are all that you need,
but
flashing with Phoenix, you need all the files that you mentioned in your previous post

Does anyone here has success flashing an N9 on Windows10?
I just can't get it to work... It keeps skipping flashing (doesn't let me install drivers I suppose?)

WIN10!!!
Go and listen: use Linux/Unix!
Easiest any Live CD or go and fiddle.
Nieldk already mentioned driver verification. Did you install 'connectivity something' drivers? Or Nokia Suite?
And definitely libusb (as Win10 will not be 32bit, or?)

The Surface is tempting (but expensive and wrong OS).
