I've just found this thread through googling, and I had very similar problems and I am also in Ireland. I had to switch to 3G to get the repos to refresh and some apps wouldn't install on wifi
Changing my Wifi DNS settings to Google's servers (8.8.8.8 and 8.8.4.4) fixed it for me.
I have Eircom broadband and their crappy Netopia router. I am pretty sure the root cause is its broken IPv6 support which has caused me problems with linux before.
