That sentence is too lame to comment. Bada is based on Nucleus RTOS. It is a platform on that OS that gives Bada devices smartphone capabilities (third party apps) and with the Samsung UI touch wiz or whatever UI they chose.
Nucleus RTOS has been around for ages, and is used on all Samsung dumbphones as well as lots of others and GPS and all sort of gadgets and embedded systems.
Bada is a Samsung thing, Nucleus is available for everyone.
