While very tempting, usually countries limit the channels because that part of the spectrum is reserved for something/somebody else (in that particular country), so make sure you know what you're doing before switching to channel 14 or other 'blocked' channels.

Assuming you're in a congested enough area that you can't solve it simply by switching channels, increased power may help, when usefully combined with directional antennae. But simply relocating your AP may be enough, if you can find a nearly-clean channel and determine where the interference is coming from.

Of course, you could just log in to your neighbor's AP (with the factory password), flash it with a Japanese firmware, and set it to channel 14... then call the FCC to do your dirty work!
