Soo... You guys over there are calling LPS AGPS ?

Some phones only had the ability to provide location information with the network doing the work. No network = no location information.
Note that this does not necessarily mean there are no satellites at play. It might as well be a scheme where the GPS data processing is offloaded to a server to reduce hardware requirements.
