The DSP does afaiu have a multi-tasking kernel, so theoretically this should be possible, but it depends on whether the DSP task in question allows it (e.g. does it use shared memory and will therefore trample on each other, is there sufficient memory for two instances, etc.)

What are you planning?

neon is supported by ffmpeg libavcodec.
