Not true. I believe OpenSSH isn't optified. And neither is Evernote (if the posts I read were correct). I believe whether an app is permitted to be in extras without optification depends on the size.
Optified means it installs to the /opt directory (the 2 GB partition) instead of the rootfs which only has 256 MB.
