i believe VPN is indeed your best option. the mobile devices will be accessible via an internal IP, and you can ssh into them etc.

regarding internet access, it's just a question of how you set up the routing table. you can send all internet traffic through the tunnel (i actually do that so i can use Skype over 3G), or you set up the route so that only "internal" traffic gets routed through the tunnel interface.

but unless your company line has some sort of volume restriction, that's not really necessary IMO. i surf over my VPN tunnel all the time, and it's just as fast as without it.
